With those pillars on the side of the building i'm pretty sure it's a safe bet that they could be replicating NEST base from Dark of the Moon. The base in the movie looked like an old warehouse so it should fit in with the existing New York City building facades surrounding it.

I checked it out, it looks like they may be going for it but with a modern and clean look, since the one in the movie was really run down and wouldn't of been the best looking to put in one of the most obvious places in the park.
